You can apply for “child-only” medical health insurance  during California’s initial open enrollment period beginning January 1st, 2011 and ending March 1, 2011. During this “child only” open enrollment period you can apply for a medical non-group health insurance plan for your child and the insurer cannot  be denied due to any/all pre-existing medical conditions.

If you miss the open enrollment period in California, you can apply for “child-only” medical health insurance policies during annual enrollment which occurs during the child’s birth month.

Here’s some imprtant information for all of us on new health insurance key reform changes.

FOR THOSE PRIVATELY INSURED
NO DISCRIMINATON AGAINST CHILDREN WITH PRE‐EXISTING CONDITIONS—Prohibits all employer plans and
new plans in the individual market from denying coverage to children with pre‐existing conditions. Effective
for plan years beginning on or after September 23, 2010.

NO RESCISSIONS—Bans all health plans from dropping people from coverage when they get sick. Effective for
plan years beginning on or after September 23, 2010.

NO LIFETIME LIMITS ON COVERAGE—Prohibits all health plans from placing lifetime caps on coverage.
Effective for plan years beginning on or after September 23, 2010.

TIGHTLY REGULATES ANNUAL LIMITS ON COVERAGE—Tightly restricts the use of annual limits by all
employer plans and new plans in the individual market, to ensure access to needed care. Effective for plan
years beginning on or after September 23, 2010.

FREE PREVENTIVE CARE UNDER NEW PLANS—Requires new private plans to cover preventive services with
no co‐payments and with preventive services being exempt from deductibles. Effective for plan years
beginning on or after September 23, 2010.

NEW, INDEPENDENT APPEALS PROCESS FOR NEW PLANS—Ensures consumers in new plans have access to an
effective internal and external appeals process to appeal decisions. Effective for plan years beginning on or
after September 23, 2010.

MORE FOR YOUR PREMIUM DOLLAR—Requires all health plans to put more of your premiums into your care,
and less into profits, CEO pay, etc. This medical loss ratio requires plans in the individual market to spend 80
percent of premiums on medical services, and plans in the large group market to spend 85 percent. Insurers
that don’t meet these thresholds must provide rebates to policyholders. Effective on January 1, 2011.

NO DISCRIMINATION BASED ON SALARY—Prohibits new employer health plans from establishing any
eligibility rules for health care coverage that have the effect of discriminating in favor of higher wage
employees. Effective for plan years beginning on or after September 23, 2010.

FOR THOSE UNINSURED
IMMEDIATE HELP FOR THE UNINSURED WITH PRE‐EXISTING CONDITIONS (INTERIM HIGH‐RISK POOL)—
Provides immediate access to insurance for Americans who are uninsured because of a pre‐existing condition ‐
through a temporary high‐risk pool – until the Exchanges are up and running in 2014. Effective on July 1, 2010.

EXTENDING COVERAGE FOR YOUNG PEOPLE UP TO 26TH BIRTHDAY THROUGH PARENTS’ INSURANCE
Requires plans to allow young people up to their 26th birthday to remain on their parents’ insurance policy, at
the parents’ choice. Effective for plan years beginning on or after September 23, 2010.

California Leaders Back Health Program for the Poor

Dismayed by the number of poor children about to be dropped from a publicly subsidized health insurance program, California lawmakers voted Thursday to levy a tax on insurance companies to help maintain the program, which had been slashed into near nonexistence as part of the state’s budget.

The remarkable last-minute deal — in which Democrats wrote the bill’s language and the Schwarzenegger administration leaned on health insurance companies to accept it — may well presage efforts by other states to involve the health insurance companies in efforts to insure people as Congress hotly debates similar measures at the federal level.

The program, Healthy Families, which insures roughly 700,000 children of needy parents who earn too much to receive Medicaid coverage, had been almost eliminated this summer through $175 million in reductions made by lawmakers and Gov. Arnold Schwarzenegger. Grappling with large budget deficits, the governor and his fellow Republicans in the state legislature adamantly opposed new levies of any sort to salvage state programs.

But in a rare moment of bipartisanship budgeting, Republicans and Democrats together passed the bill by the required two-thirds majority: on Wednesday the State Senate voted in favor of the measure, 27 to 8, and on Thursday, the Assembly voted 58 to 0. The new legislation replaces an existing tax on insurers that was about to sunset with a smaller levy, one that will ultimately be reimbursed to the insurers through a mix of Medicaid matching money and federal stimulus monies.

“In this particular situation, I didn’t see this as a tax increase,” said Dave Cox, a Republican state senator who helped push for passage. Mr. Cox was one of several Republican lawmakers who criticized tax increases during the summer budget battles.

“To have 600,000 or 700,000 kids walking around without coverage would have been a disaster,” he said. “It was just the right thing to do.”

Since mid-July, the insurance program had been closed to all new enrollment, and had accrued a waiting list of 71,000. Currently $196 million in the hole, the program was set to drop about 600,000 children in November.
